This number will be different for different materials and different types of insulation, but it can be changed when insulation is compressed, wet, or otherwise compromised.
A wall will have an R-value that is based upon the insulation used, but it will also be affected by other factors such as missing insulation or cracks and holes in the wall. Using a thermal imaging camera can give a good idea of where there might be shortcomings. Sometimes you can find an easy fix for the problem, but other times it might be necessary to crack open the wall to remedy leaks.
